HB2320 - Ignition Interlock; Repeat Intoxicated Drivers

• Allows driver's license renewal for those arrested for DUI after December 31, 2010, solely for obtaining an ignition interlock permit, without issuing a physical license.

• Eliminates requirement for repeat intoxicated drivers to surrender motor vehicle registrations and license plates, allowing them to install ignition interlock devices in any vehicle they operate.

• Establishes ignition interlock instruction permits and permits for individuals with lifetime revocations or expired licenses, requiring district court petition and proof of substance abuse treatment compliance.

• Permits individuals with lifetime license revocations to petition for reinstatement of driving privileges without an ignition interlock device after five years of compliance with ignition interlock requirements and no violations.

• Makes technical amendments to chapters 286 and 291E regarding administrative revocation procedures, removing references to temporary motor vehicle registrations and emphasizing ignition interlock device requirements.
