Repeal the requirement that gasoline sold in Hawaii for use in motor vehicles contain ten percent ethanol by volume.

Require the Hawaii State Energy Office to submit reports on local ethanol production and assess whether in-state production is sufficient to meet the ten percent ethanol requirement.

Require reports evaluating whether the ten percent ethanol requirement should be reenacted based on economic feasibility findings.

Address concerns about ethanol-treated gasoline causing expensive repairs to marine engines and small gasoline engines.

Acknowledge that since the ethanol requirement was enacted in 2006, expected benefits have not materialized and questions remain about reducing Hawaii's dependence on foreign oil.
