Adds five voting members to the Hawaii Community Development Authority representing the Kalaeloa community development district, who vote only on issues specific to that district.

Requires Kalaeloa representatives to include the Hawaiian Homes Commission chairperson (or designee), the Honolulu Department of Planning and Permitting director (or designee), one Hawaiian cultural specialist, and two community residents from specified zones.

Establishes four-year terms for appointed Kalaeloa members with limits of two consecutive terms and eight consecutive years of service; allows the mayor of Honolulu to submit nominees for one of the two resident positions.

Implements residency requirements immediately upon enactment, requiring replacement of any current authority members who do not meet the new geographic residency qualifications.

Makes technical amendments to authority membership structure, including refined vacancy-filling procedures based on number of co-occurring vacancies and clarified quorum and voting requirements for district-specific matters.
