Amends Hawaii Revised Statutes Section 128-26 to clarify that gubernatorial proclamations authorized by the chapter shall be promulgated by publication or official announcement through radio broadcast or other available means according to the governor's sole discretion.

Requires the governor to provide written notice to the legislature by delivering a printed copy of any emergency proclamation to the clerk of each house within forty-eight hours of promulgation.

Clarifies that any process, notice, or order served pursuant to the chapter may be served by any police officer or other person authorized by the governor or other law.

Legislation becomes effective upon approval.
