Removes the authority of appraiser-arbitrators to determine unresolved legal issues in valuation disputes; instead requires such issues to be submitted for judicial relief under section 658A-5.

Addresses concerns about inequities in valuing Hawaii's leasehold properties, which comprise over 50 percent of developed commercial and industrial zoned land on Oahu.

Responds to Act 227 (2011) by preventing confidentiality clauses from undermining transparency requirements for appraiser-arbitrators in lease rent disputes.
