Prohibits the taking or harvesting of opihi from coastal areas and nearshore waters statewide, except during open seasons (June 1-January 31) and subject to exceptions for traditional native Hawaiian gathering rights.

Establishes closed seasons from February 1-May 31 and September 1-November 30 when opihi cannot be harvested or possessed, though opihi taken during open seasons may be kept during closed periods.

Bans harvesting of opihi from below the waterline statewide and prohibits possession of underwater breathing equipment, opihi harvesting tools, and live opihi simultaneously.

Implements a complete moratorium on opihi harvesting from the island of Oahu until June 30, 2017, due to the severe decline of opihi populations there.

Requires the Division of Aquatic Resources to submit annual reports on the effectiveness and enforcement of these restrictions to the legislature from 2014 through 2017.
