Prohibits operating a motor vehicle while using any mobile electronic device, including cellular phones, text messaging devices, laptops, and video games.

Exempts emergency responders, fleet vehicle drivers using two-way radios for work, and licensed amateur radio operators using half-duplex two-way radios.

Allows use of mobile electronic devices solely for making 911 emergency calls as an affirmative defense.

Establishes graduated penalty structure: first violation $100-$200 fine; second violation within one year $200-$300 fine plus 30-day license suspension; third violation within two years or any subsequent violation $300-$500 fine plus 90-day license suspension.

Excludes vehicle-installed audio, navigation, emergency assistance, and rear-seat entertainment systems from the definition of prohibited mobile electronic devices.
