Establishes a nine-member natural disaster preparedness commission within the Department of Defense to advise the Hawaii state building code council on natural disaster-related matters.

Commission members must have expertise in climate, geology, and other relevant scientific disciplines and shall be appointed by the governor.

Commission shall conduct annual scientific evaluations of natural disasters affecting Hawaii, determine effectiveness of proposed building code amendments related to disaster preparedness, and review emergency responses within 90 days of a natural disaster.

Commission members serve without compensation but shall be reimbursed for necessary expenses including travel.

Appropriates unspecified amounts from general revenues for fiscal year 2012-2013 to the Hawaii state building code council and the natural disaster preparedness commission.
