Creates a new offense of "promoting a property nuisance" in Chapter 712 of Hawaii Revised Statutes, making it a misdemeanor to own, lease, occupy, or have charge of property maintained in a manner that allows specified nuisance conditions to exist.

Defines property nuisance conditions to include: abandoned or wrecked vehicles; accumulation of personal property constituting visual blight; storage of dirt, sand, gravel, or building materials; operation of junk yards outside industrial zones; standing water allowing vermin; and unsightly vacant buildings.

Includes provision allowing wood and building materials to be stored during active repair or renovation projects with valid building permits, but requires immediate removal upon permit expiration or cancellation.

Amends Section 712-1270 to include the new property nuisance part in the definition of places used to commit offenses against public health and morals that constitute nuisances subject to injunction and abatement.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
