Authorizes the Attorney General to assume collection of accounts delinquent more than 90 days for executive departments, excluding the Department of Taxation and University of Hawaii.

Establishes a civil recoveries fund administered by the Attorney General, funded by an unspecified percentage of moneys collected from delinquent accounts and legislative appropriations.

Permits the civil recoveries fund to cover expenditures for staff training, collection methods, filing fees, and litigation costs related to debt collection.

Requires the Attorney General to submit a report accounting for receipts and expenditures of the civil recoveries fund to the legislature at least 20 days before each regular session.

Allows executive department heads to contract with bonded collection agencies for delinquent accounts, with the Attorney General retaining an unspecified percentage of successfully collected amounts for the civil recoveries fund.

Effective July 1, 2030.
