Establishes the East Hawaii Community Development District and an 11-member board (10 appointed by governor with legislative nominations, 1 county planning director as ex officio member) to plan and implement mixed-use development in the district.

Defines district boundaries from Lihiwai Street/Mamalahoa Highway intersection along the shoreline and specified streets, encompassing the Banyan Drive resort area and Kanoelehua industrial area in east Hawaii.

Grants the board broad powers to acquire, develop, lease, and dispose of property; provide advisory services; and exercise Hawaii Community Development Authority powers within the district, while prohibiting sale of fee simple land interests except for utility easements, remnants, and government agency grants.

Requires the Department of Land and Natural Resources to deed 33 public land leases to the board, including leases for resort facilities (Naniloa Volcanoes Resort, Hilo Bay Hotel, Hilo Hawaiian Hotel), condominiums, a golf course, and a restaurant in the district.

Creates the East Hawaii Community Development Revolving Fund for revenues and appropriations to support district operations and development, and amends the Hawaii Community Development Authority membership to account for the new district.
