Establishes a marine life conservation special fund within the state treasury to be administered by the Department of Land and Natural Resources.

Authorizes the fund to receive nonresident user fees, permit fees, fines and administrative costs from violations, compensatory mitigation payments for marine environment impacts, and grants or donations.

Permits the Department to establish rules to collect nonresident user fees or require permits for entry into marine life conservation districts, with collected fees deposited into the special fund.

Directs fund expenditures toward marine life conservation district monitoring, research, enforcement, education, public fishing areas management, compensatory mitigation measures, and statewide marine environment conservation and research projects.

Requires 20 percent of all nonresident user fees collected to be directed to the Office of Hawaiian Affairs as ceded lands revenues; effective July 1, 2012.
