Requires persons other than individuals, candidates, candidate committees, and noncandidate committees to register with the Campaign Spending Commission and file reports for contributions and independent expenditures aggregating more than $1,000 per two-year election period.

Establishes registration and reporting requirements for entities making transfers of funds for campaign-related expenditures, treating such transfers as independent expenditures or electioneering communications.

Expands reporting requirements to include detailed itemization of contributions made, independent expenditures, and late expenditures contracted or paid for during the last three days of an election period.

Requires advertisements paid for by persons other than candidates or candidate committees to disclose the top five donors in a prominent location, and expands the definition of electioneering communications to include electronically disseminated communications visible to 1,000 or more people.

Repeals existing corporate reporting requirements and grants the Campaign Spending Commission authority to assess fines against any person failing to file required reports or filing substantially defective or deficient reports.
