Prohibits the state board from leasing state marine waters along the north Kohala coast of Hawaii's Big Island for construction, expansion, or transfer of open ocean commercial finfish mariculture facilities.

Allows existing leases and permits issued before the Act's effective date to remain in effect under original terms but prohibits their renewal after expiration and transfer to other entities.

Defines "open ocean commercial finfish mariculture facility" as any structure or installation used for commercial finfish mariculture activities, including propagation or rearing of finfish species for profit.

Amends the definition of "mariculture" to explicitly include floating structures that are not anchored while excluding Hawaiian fishponds as defined in statute.

Takes effect upon approval with severability clause allowing remaining provisions to stand if any portion is found invalid.
