Appropriates general revenue funds for fiscal year 2012-2013 to establish lifeguard services at Kekaha Kai state park on the island of Hawaii.

Addresses safety concerns at Kua Bay (Manini'owali), which draws crowds exceeding 500 visitors daily and experiences dangerous conditions for surfers and swimmers, particularly during winter months with large, unpredictable waves.

Funding covers operational, personnel, and equipment costs for lifeguard operations, to be expended by the Department of Land and Natural Resources.

Legislature finds that numerous neck, spinal, and head injuries have occurred at Kua Bay that could have been prevented with lifeguard presence.

Act takes effect on July 1, 2012.
