Allows consumers to receive discounts on combined purchases of alcoholic beverages and grocery items through coupons and mail-in rebates.

Permits licensees and their agents to provide discounts via coupons redeemed at retail locations or through mail-in rebate coupons sent to the licensee.

Amends Hawaii Revised Statutes Section 281-85(b) to carve out an exception to the existing prohibition on offering premiums or free goods with liquor sales.

Takes effect upon approval.
