Eliminates the "one-gallon per person per day" exception that previously allowed personal collection of sand and marine deposits from beaches and ocean areas.

Replaces the one-gallon exception with a narrower "inadvertent taking" exception limited to materials unintentionally carried away on the body, clothes, toys, recreational equipment, and bags.

Amends Hawaii Revised Statutes sections 171-58.5 and 205A-44 to apply the new inadvertent-only exception to both seaward areas from the shoreline and shoreline areas respectively.

Maintains existing exceptions for public shoreline replenishment, harbor/lagoon construction, stream mouth clearing, and state/county maintenance purposes.

Takes effect upon approval.
