Transfers development rights of parcels identified by tax map keys (3)7-4-08:03, (3)7-4-08:41, and (3)7-4-08:71 from the division of boating and ocean recreation and land division to the public land development corporation.

Adds public land development corporation lands to the exemptions from the definition of "public lands" under Hawaii Revised Statutes chapter 171, requiring legislative approval for any sale or gift of such lands.

Establishes a stadium facilities special fund to receive proceeds from leases, permits, and other non-permanent dispositions of Aloha Stadium lands and facilities, minus bond principal and interest, administrative costs (not exceeding 15%), and other necessary costs.

Allows the public land development corporation to contract with state and county agencies for lease management services, in addition to financial institutions.

Clarifies that "development rights" includes all rights related to property development such as permitted uses, density, intensity, maximum height, and size of improvements.
