Authorizes government agencies to disseminate public notices electronically on state or county websites through July 1, 2014, or through traditional daily/weekly publications during this two-year transition period.

Eliminates the requirement for boards to file hard-copy meeting notices with the Lieutenant Governor's office or county clerk's office; requires electronic posting on state/county internet websites or board websites instead.

Requires state boards to post meeting minutes and legally disclosable materials on their websites or department websites within thirty days of meetings; county boards must make minutes available upon request.

Allows notification to persons requesting meeting updates to be sent by electronic mail instead of only by mail, and requires electronic posting of public hearing notices on affected county websites.

Appropriates $284,200 for fiscal year 2012-2013 to the Hawaii State Public Library System for public access stations with ADA-compliant computers and printers, and $60,000 to the Office of Information Practices to assist boards and commissions with electronic posting requirements.
