Directs the Department of Land and Natural Resources to establish and administer an aquatic recreational park pilot program in Kaanapali, Maui, no later than January 1, 2013.

Designates the pilot program area for non-motorized recreational activities including swimming, surfing, snorkeling, paddling, canoeing, and sailing.

Requires DLNR to submit a report to the legislature at least 20 days before the 2014 regular session on the pilot program's boundaries, status, findings, and recommendations for continuation or expansion statewide.

Takes effect only if H.B. No. [blank], relating to the West Maui Ocean Recreation Management Area, is passed in any form during the 2012 regular session.

Automatically repeals on June 30, 2014.
