Authorizes the University of Hawaii and community colleges to waive tuition for spouses and children of totally disabled veterans.

Authorizes tuition waivers for spouses and children of active or reserve armed forces members or National Guard members who died while engaged in active federal military or naval service.

Defines "totally disabled veteran" as a person who is totally disabled due to injuries received while on duty with the U.S. armed forces.

Removes tuition waiver eligibility for surviving spouses upon remarriage.

Allows the University of Hawaii to adopt administrative rules under chapter 91 to implement this program.
