Establishes a State Building Code Council within the Department of Accounting and General Services consisting of nine voting members (four county building officials, one state fire council representative, one health department representative, one labor and industrial relations representative, one structural engineer, and one architect) plus one nonvoting comptroller designee.

Requires the state building code to include the latest editions of the state fire code, Uniform Plumbing Code, International Building Code, International Residential Code, and International Energy Conservation Code as adopted by the International Code Council.

Allows counties to amend the state building code without council approval for codes adopted before July 1, 2012, or to opt out of adoption entirely for codes adopted on or after July 1, 2012, with a two-year deadline to adopt amendments or the state code becomes interim county code.

Prohibits the council from adopting code provisions related to county administrative, permitting, or enforcement procedures, or provisions conflicting with chapter 464.

Requires state building construction design to comply with the state building code within one year of its publication date and exempts state projects from inconsistent county codes.
