Amends Section 487N-5 of Hawaii Revised Statutes to change the chair of the information privacy and security council from the comptroller to the chief information officer or the chief information officer's designee.

The information privacy and security council operates within the department of accounting and general services and comprises representatives from executive agencies, the legislature, the judiciary, and the four counties.

Council members are appointed by the governor, legislature leadership, courts administrator, and county mayors respectively without regard to civil service provisions.

Takes effect upon approval.
