Amends Hawaii Employer-Union Health Benefits Trust Fund law to codify current practices and interpretations of how health benefits are earned and credited to public employees

Adds a new definition of "credited service" to the statute

Clarifies existing definitions of "employee" and "part-time, temporary, and seasonal or casual employee"

Aligns statutory language with current practices of the Hawaii Employer-Union Health Benefits Trust Fund
