Requires actual written notice to be given to state agencies when creditors are notified in probate proceedings under Hawaii Revised Statutes Section 560:3-801.

Modifies the statute of limitations for state agency claims against decedent's estates to only apply if the state agency receives actual written notice of the probate case commencement.

Changes the claim deadline for state agencies from four months after first publication of notice to four months after receipt of actual written notice.

Allows state agencies to file claims within eighteen months after the decedent's death if they never receive actual written notice, preventing loss of potential state revenues.

Takes effect on July 1, 2012.
