Increases per diem payments for out-of-state witnesses in criminal cases from $110 to $145 per twenty-four-hour day.

Provides an additional $90 per twenty-four-hour day for witnesses traveling from any island other than the island where the court is located, when the witness is required to stay overnight.

Witnesses remain entitled to actual round-trip plane travel costs plus the per diem amounts for lodging, board, and other personal expenses.

Takes effect July 1, 2012.
