Consolidates driver's license and non-driver identification card programs under the Director of Transportation, transferring authority from the Attorney General effective January 1, 2013.

Authorizes county examiners of drivers to issue identification cards that are similar to driver's licenses but do not permit vehicle operation.

Establishes application requirements including personal information, fingerprints, citizenship verification, and digitized photograph; allows mail-in renewal for applicants age 80 or older.

Identification cards expire on the cardholder's birthday eight years after issuance, or upon the expiration date of an Immigration and Naturalization Service departure card for nonimmigrants.

Creates a state identification card fee special fund from processing fees to support the program, with county reimbursement for incremental administrative costs; transfers all non-driver ID program employees and records from Attorney General to Transportation Department and county examiners.
