Authorizes agencies and entities conducting criminal history record checks to participate in a statewide "rap back" program that notifies employers and licensing agencies when individuals previously fingerprinted are subsequently arrested.

Requires applicants and employees subject to criminal history checks to be notified that their fingerprints will be retained by the Hawaii Criminal Justice Data Center and Federal Bureau of Investigation, and that they may participate in the rap back program.

Modifies consent requirements to include explicit authorization for applicants and employees to participate in the rap back program as part of fingerprint-based background checks.

Aims to protect vulnerable populations (children, elderly, disabled) by providing employers and licensing agencies with up-to-date criminal history information without requiring repeated fingerprinting during renewal or re-application processes.

Takes effect upon approval.
