Exempts members of task forces from the State Code of Ethics by excluding them from the definition of "employee" in chapter 84, Hawaii Revised Statutes.

Defines "task force" as a group convened by resolution, statute, executive order, proclamation, or invitation to study a specific subject for a defined period and report or advise the legislature, governor, or state officer.

Allows experts and knowledgeable persons to serve on state advisory groups without being restricted by ethics code requirements related to their professional or financial interests.

Takes effect January 7, 2059, and applies retroactively to January 1, 2007.
