Amends Hawaii Revised Statutes Section 662-15 to clarify exceptions to government tort liability by adding a new subsection (b) that aligns state discretionary function protections with federal protections under 28 U.S.C. § 2680(a).

Specifies that the discretionary function exception in Section 662-15(a)(1) shall be interpreted to provide the State the same type of liability protection that the United States receives under federal law.

Maintains existing exceptions to government tort liability including claims based on statutory/regulatory execution, tax assessment/collection, assault, battery, false imprisonment, national guard combat activities, foreign country claims, and boating enforcement officer actions.

Takes effect upon approval.
