Amends Hawaii Revised Statutes Section 707-751(1) to add a new offense of promoting child abuse in the second degree for possessing 30 or more images of any form of child pornography.

The new offense applies when at least one image contains a minor younger than age 12, sadomasochistic abuse of a minor, or bestiality involving a minor.

Makes grammatical corrections by replacing "which" with "that" and changing "or" to "or" before the new subsection (e).

Does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.

Takes effect upon approval.
