HB 2469 - Sex Offender Registration Summary

• Adds new definitions for "foreign conviction," "out-of-state conviction," "permanent residence," "temporary residence," and "tribal conviction" to expand covered offenses under sex offender registration laws.

• Expands the definition of "sexual offense" and "crime against minors" to include comparable federal, military, out-of-state, tribal, and foreign convictions, as well as offenses that subjected offenders to registration or notification in their original jurisdiction.

• Requires covered offenders without permanent mailbox addresses to report in person by the last day of every month to any police station for verification, rather than relying solely on 90-day mailed verification forms.

• Creates a Tier 1 classification for any covered sexual offenses not clearly included in existing Tier 2 or Tier 3 classifications, allowing petition for termination after 10 years of clean record and compliance.

• Repeals the definitions of "mental abnormality," "personality disorder," and "predatory" from sex offender registration statutes; clarifies that conviction occurs on the date judgment is entered.
