Makes permanent the liability protections for county lifeguards providing services on beaches and in the ocean, originally established by Act 170, Session Laws of Hawaii 2002.

Removes the sunset date of June 30, 2014, that was set to expire the lifeguard liability protection law.

Shields county lifeguards from liability except in cases of gross negligence or wanton acts or omissions.

Allows counties to provide lifeguard services without fear of potential liability, enabling continued beach safety services at state beach parks.
