Amends Hawaii's public meetings law (Chapter 92) to allow boards to hold meetings using interactive conference technology including teleconference, videoconference, and voice over internet protocol.

Requires interactive conference technology to allow audio or audio and visual interaction among all board members and members of the public attending the meeting.

Requires notice of meetings to identify all locations where board members will be physically present and indicate that members of the public may attend and participate at any identified location.

Board members participating by interactive conference technology are considered present for purposes of quorum and voting requirements.

Meetings must be terminated if audio communication cannot be maintained with all meeting locations, except that printouts of visual aids must be made available within fifteen minutes or agenda items shall be deferred to the next meeting.
