• Appropriates $7,613,921.51 from general revenues for fiscal year 2011-2012 to pay judgments and settlements against the State across six departments: Accounting and General Services ($1,278,000), Budget and Finance ($120,000), Education ($7,500), Land and Natural Resources ($5,589,107.50), Public Safety ($456,814.01), and Office of Hawaiian Affairs ($162,500).

• Appropriates $210,000 from the state highway fund for the Department of Transportation, Highways Division to pay a settlement in the Kuahiwinui et al. v. Zelo's case.

• Appropriates $60,000 from the airport revenue fund for the Department of Transportation, Airports Division to pay a settlement in the Wolfe v. State of Hawaii case.

• Requires departments to obtain Attorney General approval before payment and limits interest on judgments to the period from judgment date to 30 days after the Act's effective date.

• All unexpended balances lapse on June 30, 2013; the Act takes effect upon approval.
