Transfers the Small Business Regulatory Review Board from the Department of Business, Economic Development, and Tourism to the Department of Commerce and Consumer Affairs for administrative purposes.

Authorizes board expenses to be funded from the Compliance Resolution Fund, including operating expenses, personnel expenses, cash capital expenses, and debt service.

Requires each state agency to submit annually (by June 30) a list of rules to be amended or repealed that reflect statutory amendments or repeals to the small business regulatory review board.

Transfers all appropriations, records, equipment, contracts, and other property relating to the board's functions from the department of business, economic development, and tourism to the department of commerce and consumer affairs.

Effective date of July 1, 2012; existing board members continue serving without reappointment.
