Codifies Act 290, Session Laws of Hawaii 1997, into Hawaii Revised Statutes Chapter 286 to make electric vehicle incentive laws more publicly accessible online.

Authorizes the Department of Transportation to adopt rules for registration and issuance of special license plates for electric vehicles.

Exempts electric vehicles with special license plates from state and county parking fees, except at charging stations, for metered parking over 2.5 hours, and for multi-day permits (weekly, monthly, annual).

Exempts electric vehicles with special license plates from high occupancy vehicle lane restrictions.

Defines "electric vehicle" as a neighborhood electric vehicle or four-plus-wheel vehicle with a rechargeable battery of at least five kilowatt hours capacity; effective January 1, 2013, and repealed December 31, 2019.
