Amends Hawaii Revised Statutes Section 88-24 to modify the qualifications for one of three citizen members appointed to the Board of Trustees of the Employees' Retirement System.

Replaces the requirement that the appointee be "a responsible officer of a bank authorized to do business within the State, or a person of similar experience" with a requirement to have "substantial experience providing financial services, including investments, to public, corporate, or private institutional clients."

Broadens the pool of eligible candidates by removing the specific bank officer requirement and instead focusing on relevant financial services experience across multiple client types.

Takes effect upon approval.
