Appropriates $2,709,966 from general revenues for fiscal year 2011-2012 to reimburse seven state departments for costs incurred during the Asia-Pacific Economic Cooperation (APEC) meetings held in November 2011.

Authorizes the Department of Defense to receive the appropriation and transfer funds to respective departments for emergency management, public safety, and security costs related to hosting the APEC event.

Addresses critical fiscal need for reimbursement while federal reimbursement applications are pending, noting that federal funds are not guaranteed and unlikely to be received within the current fiscal year.

Requires any federal reimbursement funds received for these expenditures to be deposited into the state's general fund.

Takes effect upon the governor's approval and is recommended for immediate passage as an emergency measure under the Hawaii State Constitution.
