Conveys fee simple title to three parcels of Kakaako Makai land in Honolulu to the Office of Hawaiian Affairs as of July 1, 2012, including Lots 1-6 and 9 of File Plan 2471, TMK (1) 2-1-15-61, and TMK (1) 2-1-15-51.

Resolves all claims and disputes between the State and Office of Hawaiian Affairs regarding OHA's constitutional entitlement to income and proceeds from public trust lands for the period November 7, 1978 through June 30, 2012.

Extinguishes and bars OHA from asserting future claims that it received insufficient amounts under Act 178 (2006) or from bringing breach of trust actions relating to its share of public trust land income for the specified period.

Designates the conveyed properties as income and proceeds from the public land trust under Hawaii Constitution Article XII, sections 4 and 6, satisfying the State's constitutional obligation to native Hawaiians for the 1978-2012 period.

Includes non-severability provision requiring conveyance of all properties back to the State if any provision of sections 2 or 3 is invalidated by final court judgment.
