Adds two situations to the definition of "aggravated circumstances" in Hawaii's Child Protective Act (Chapter 587A): when a parent has committed sexual abuse against another child of the parent, or when a parent is required to register as a sex offender

Aligns Hawaii state law with recent changes to the federal Child Abuse Prevention and Treatment Act of 2010 and Title IV-E of the Social Security Act

Maintains state compliance necessary to preserve approximately $140,000 in annual Child Abuse Prevention and Treatment Act funding and approximately $40,000,000 in annual federal Title IV-E funding

Received support from the Department of Human Services, Department of the Attorney General, and one private individual
