Amends Hawaii's state apprenticeship law under chapter 372, Hawaii Revised Statutes, to conform to new federal regulations in title 29 Code of Federal Regulations part 29.

Incorporates new federal concepts including competency-based training and provisional approvals for new apprenticeship programs that reflect technological advances, demographic changes, and globalization.

Enables the Department of Labor and Industrial Relations to renew its federal recognition as a State Apprenticeship Agency, which requires state law conformance to federal regulations by December 31, 2012.

Maintains Hawaii's authority to administer apprenticeship programs within the state and ensures compliance with updated federal apprenticeship standards.
