Establishes a Disability Compensation Division Special Fund in the state treasury to receive collected fees and interest earnings, to be administered by the disability compensation division of the department.

Authorizes the disability compensation division to establish reasonable fees for issuing subpoenas and filing employer injury reports, with initial fees set at $10 per subpoena and $5 per "WC-1 Employer's Report of Industrial Injury" filing from July 1, 2012 through June 30, 2015.

Requires all fees collected to be deposited into the special fund and used for operating costs in administering workers' compensation law, including electronic document management, with the division administrator able to waive fees for good cause.

Appropriates $50,000 from the special fund for fiscal year 2012-2013 to the Department of Labor and Industrial Relations for chapter 386 administration costs.

Requires the disability compensation division to submit annual reports to the legislature detailing all deposits and disbursements from the special fund prior to each regular session.
