Authorizes the Board of Land and Natural Resources to impose natural resource-related community service in lieu of or in addition to monetary fines for aquatic resource violations

Establishes a process to suspend or revoke driver's licenses of violators with outstanding fines or community service requirements, following a 30-day notification period and opportunity to be heard

Allows the Board to delegate its authority to hearings officers to provide greater flexibility and due process for individuals on neighbor islands

Committee amended the effective date to January 7, 2059 to encourage further discussion
