H.B. 2592 Summary

• Consolidates five existing island burial councils (Hawaii, Maui/Lanai, Molokai, Oahu, and Kauai/Niihau) into a single statewide island burial council to address chronic quorum failures.

• Establishes council composition of 6-12 members with no more than two representatives per island and 25-33% representation from development and large landowner interests.

• Requires council meetings to rotate among islands with no single island hosting more than two meetings per year to facilitate statewide coordination on burial site management.

• Designates the chairperson of the board of land and natural resources as the chair of the statewide island burial council and allows the governor to appoint members to three- or four-year terms.

• Effective July 1, 2012.
