Expands conditions for adopting emergency administrative rules to include imminent peril to natural resources, in addition to existing conditions of threat to public health, safety, morals, or livestock/poultry health.

Allows agencies to adopt emergency rules without prior notice or hearing, or with abbreviated notice and hearing, when imminent peril to natural resources is found.

Emergency rules adopted under this provision remain effective for not longer than 120 days without renewal.

Requires agencies to publish findings and brief statement of reasons in the rule as filed, and notify the public through newspaper publication within five days of filing.

Effective July 1, 2012.
