Amends Section 353C-7 of Hawaii Revised Statutes to expand permitted uses of the Federal Reimbursement Maximization Special Fund maintained by the Department of Public Safety.

Retains existing purposes: meeting state match requirements for federal grants, covering federal grant reporting costs and administrative expenses, and maintaining or pursuing federal grants.

Adds six new authorized uses: hiring consultants for corrections officer training and facility/program evaluations, renting or purchasing inmate transport vehicles, providing pre-release and reentry programs, improving technology, and developing workforce recruitment and retention plans.

Changes effective date to July 1, 2012.
