Creates an Offender Reentry Office within the Department of Public Safety to oversee development and implementation of the comprehensive offender reentry system.

Assigns the Offender Reentry Office to develop risk-needs assessment tools, match offenders to appropriate programs and services, and monitor offender progress.

Requires the Offender Reentry Office to provide training to Department of Public Safety staff and service providers in assessments and evidence-based practices.

Restores the primary purpose of Intake Service Centers to screen, evaluate, and classify admissions to community correctional centers, removing reentry responsibilities from these centers.

Transfers reentry collaboration duties (working with community service programs, work furlough programs, and Hawaii Paroling Authority) from Intake Service Centers to the new Offender Reentry Office.
