Allows the appropriation to carry over beyond fiscal year 2011-2012, with any unencumbered funds lapsing on June 30, 2013.

Addresses the commission's delayed start, which occurred because only two of the required members had been appointed and confirmed by July 1, 2010, preventing the commission from meeting and achieving a quorum.
