Provides the Department of Transportation with increased flexibility to rent land and facilities at Hawaii's airports for revenue generation purposes.

Addresses Hawaii's requirement that the state airport system be economically self-supporting under state law and federal regulations.

Allows airport lands not immediately needed for aeronautics purposes to be rented to non-aeronautical entities to generate revenue from otherwise vacant property.

Aims to offset declining concession revenues due to post-9/11 impacts and recent economic downturns, as well as reduced airline real estate rentals from industry consolidation.

Recommended for passage and referral to the Committee on Water, Land, & Ocean Resources.
